For Germany Peterzahlt (http://www.peterzahlt.de/) is the best option, but with i-tell-u (http://www.i-tell-u.de/) you have a two minute phone call for free. This is only valid for fixed lines in Germany. You can use a sipgate (http://www.sipgate.de/) account (incl. german DID number) to get access.
